Batanes Travel Cost: A Real Budget, Line by Line

The flight is the trip

Basco Airport is the only airport in the province and its runway cannot be extended, so seat capacity is capped and fares run roughly PHP 4,000 to PHP 15,000 return, commonly around PHP 7,000. Philippine Airlines publishes Clark-Basco fares from around PHP 6,330 one way; Cebu-Basco starts around PHP 16,180.

At PHP 7,000 return, that single line is roughly $120, more than the $96.79 three-day guided circuit and more than three nights in a budget Basco room. Everything else in a Batanes budget is a rounding error next to it. More on flights.

Everything on the ground is normal Philippine pricing

This surprises people who have read that Batanes is expensive. A guided day tour runs $115 to $162. A three-day package covering all three standard island routes is $96.79. Rooms start at about PHP 1,200 a night for two. Lunch is included on almost every tour compared here.

Batanes is not an expensive destination. It is a cheap destination with an expensive door.

Tours

The eight listings compared on this site run from $56.29 for the two-day package covering Batan Island to $331 for the four-day package. Single-day tours are $115 to $162; the three-day full circuit is $96.79; the two-day Itbayat trip is $256 with accommodation and meals included.

On the multi-day packages the per-person rate drops as the party grows, because the vehicle is priced whole: one or two travellers get a cogon tricycle, three to ten get a van. Booking single days separately is the expensive way to do it, a South Batan day at $115 plus a Sabtang day at $156 comes to $271, against $96.79 for a package that covers both plus North Batan.

Accommodation

Budget rooms in Basco are reported from about PHP 1,200 a night for two, with mid-range inns in the PHP 1,800 to PHP 1,925 range and Fundacion Pacita, the ridge-top property that appears as a viewpoint on North Batan itineraries, as the one luxury option in the province.

No tour price on this site includes accommodation, including the $331 four-day package, which states it explicitly. Three nights at the budget end is roughly PHP 3,600 for two people.

The compulsory fees

PHP 405 per person for the provincial visitor registration, in force since 15 June 2026 under Executive Order No. 23, Series of 2026: PHP 200 ecotourism fee plus PHP 205 visitor ID fee, paid online at bookings.strikingbatanes.com before you travel. Children under 12 are exempt from the PHP 200 portion; seniors and PWDs get 20% off it.

PHP 100 per person for the Ivana LEAH fee, in force since January 2026, paid in cash on the day. Every South Batan and Sabtang itinerary passes through Ivana. Neither charge is inside any tour price. The full fee breakdown.

Doing it yourself

Reported self-drive rates: about PHP 1,000 for a North Batan tricycle for two, PHP 1,500 for South Batan, PHP 800 on Sabtang, motorcycles around PHP 500 a day, bicycles around PHP 300 a day. Sabtang independently also means about PHP 100 each way on the boat plus a PHP 350 island environmental fee; Itbayat is about PHP 450 one way.

Those are the going figures published by Batanes travel guides, not posted prices, you negotiate on the day. And since June 2026 the registration portal asks every visitor to name a DOT-accredited tour operator, which narrows how far the independent route actually goes.

The Manila package alternative

Manila agencies sell airfare-inclusive bundles at a completely different price point. One 4D3N all-in package via Philippine Airlines was advertised at PHP 28,799 per person in July 2026, flight, transfers, accommodation, meals and tours in one number.

That is not necessarily bad value; it is simply opaque. You cannot see what the flight cost, what the rooms cost or what the touring cost, and you cannot substitute any part of it. Booking the flight yourself, the room yourself and a $96.79 tour package is nearly always cheaper and always legible.

Two banks, no money changer

Basco has Landbank and PNB. There are no money-changing facilities anywhere in the province, and many establishments take cash only. Both tour listings tell travellers outright to bring emergency cash.

There is no way to withdraw money on Sabtang or Itbayat at all. Whatever you carry onto the boat is what you have for the day.

What you need pesos for

The PHP 100 Ivana LEAH fee, collected at the port on the Sabtang morning. Souvenirs, the vakul weavers in Chavayan, and the Honesty Coffee Shop, which literally cannot work without cash in your pocket. Food outside the included lunches. Anything you rent.

The PHP 405 provincial registration is the exception: that one is paid online in advance by QRPH, card or over the counter.

The numbers

Flights at PHP 7,000 return each. The 3-day package at $96.79 each, which covers all three island routes with lunch on every touring day and the Sabtang boat. Four nights in a budget Basco room at PHP 1,200. Registration and the LEAH fee. Cash for food outside the tours and for the things that only take notes.

The flight is 55 to 60% of it. That ratio does not improve by cutting tour days, it improves by adding them, because the same flight then covers more trip.

Where it gets cheaper

Travel as a group of four or more: the multi-day packages price by party tier, so the per-person rate falls when the van is fuller. Travel in the wet season, when flights are cheaper, accepting that you may lose the Sabtang day to weather. Stay longer, so the flight is spread across more days.

What does not save money is dropping to a two-day trip. The 2-day package saves $40 per person and costs you Sabtang, which is the island most people came for.

Where it gets more expensive

Booking single days instead of a package. Travelling solo, since the vehicle price is not shared. Flying in February to April, when the weather is settled and the fares reflect it. Adding Itbayat, which is another $256 and two more days.

And the invisible one: a cancelled boat or a grounded flight in a tight itinerary, which costs you an island rather than money. That is what the spare day in the itinerary guide is insurance against.
